Gavin Henderson has been appointed to replace Jan Marshall as the Scottish Ministers’ representative on the Council.

On 30 April 2018, Gavin takes up the post of Deputy Director, Civil Law and Legal System, in the Scottish Government’s Directorate for Justice following Jan’s retirement.

Gavin has worked in Government in Scotland since 2003 in a variety of roles, first as a solicitor (as a litigator and then Bill drafter) and since 2010 in policy roles, including advising on constitutional policy and supporting Lord Smith in the Smith Commission negotiations.

He has been appointed by the Scottish Ministers in terms of the legislation.

The Lord President, the Chair of the Council, Lord Carloway, said: “I am delighted that Gavin Henderson is joining us as a new member. I would also like to take the opportunity to thank  Jan Marshall, who is leaving the Council, for her contribution to our work.”
